Caroline Armstrong, AICP/PP
Caroline Armstrong manages a variety of
smart growth projects at melvin|kernan, among them, the Transfer
of Development Rights and downtown circulation and streetscape
planning. Caroline brings 17 years of public sector professional
planning experience to the firm, with a focus on public policy
issues concerning land use, transportation, open space, and the
New Jersey State Plan. Her work experience includes16 years
with the Hunterdon County Planning Board and a year with the Municipal
Land Use Center at the College of New Jersey. Caroline
is a Trustee of the Lambertville Historical Society and an avid
printmaker.
She holds a masters degree in City and Regional Planning from
the
University of Pennsylvania.

James N. Bell
James Bell is a Senior Project Manager with a Masters
in Urban and Regional Planning from Virginia Commonwealth University and 22
years experience. He has extensive experience in environmental services
and is responsible for conducting environmental studies for Kernan Consulting
Engineers. He is also responsible the formulation of Fair Share Housing
Elements for various client municipalities and overseeing the Housing Administrative
Services section of melvin|kernan. His work history includes serving
as a principal planner for the New Jersey Department of Environmental Protection
and New Jersey Council of Affordable Housing (COAH). Mr. Bell was president
of JNB Consulting Services, Inc., specializing in the performance and preparation
of Transaction Screen Reports, Phase I Environmental Assessments as well as
Phase II Environmental Studies prior to joining Kernan Consulting Engineers. Jim
is married with two children; he is an avid freshwater and saltwater fisherman. |

Michael K. Mueller, AICP/PP
He joined the team of melvin|kernan
development strategies as a Planner bringing 34 years of experience. Prior,
Mr. Mueller was a Principal in the firm of Lenaz, Mueller & Associates
located in Princeton. His past experience has been in projects
involving innovative zoning studies, transfer of development rights,
agricultural preservation, environmental impact assessments, solar
ordinances, town center analysis, development and traffic impact
review, transportation demand management designs, and capital improvement
programming. He has worked with representatives of the National
Trust on the evolution of historic preservation ordinance techniques. He
was the planning director for East Windsor Township, New Jersey and
coordinated community planning and economic development activities. Mr.
Mueller has many professional affiliations including serving as a
member of the Board of Trustees of the Greater Princeton Transportation
Management Association. |

René Torres, MLA, MS, ASLA
René has worked in the design profession for over
thirty years. Retooled at the University of Pennsylvania as a Landscape
Architect and Historic Preservation he worked for mentors at WRT and Olin Partnership
before going on his own. He directed the landscape design of Schuylkill
River Park in Philadelphia. He joined Kernan Consulting Engineers as a
Landscape Architect and upon the creation of melvin|kernan he assumed the role
of head designer. He currently leads the staff in a wide range of development,
redevelopment and landscape projects bringing a critical trained eye to enrich
our products. His projects range from rediscovering
the Landscape of King Herod in Caesarea, Israel to the landscape of Philadelphia’s
own Independence National Historical Park. When not at work on his own
Collingswood garden René helps gardeners through his involvement at PHS
as a judge in the City Garden Contest and the Philadelphia Flower Show. |
