melvin|kernan is one of the consultants working with the Gloucester County Improvement Authority to produce a comprehensive county wide stormwater management program.  The project provides assistance to all 24 municipalities in meeting the requirements of the recently publicized municipal separate storm sewer system (MS4) Regulations.  The comprehensive plans include preparation of the municipal stormwater management plan, stormwater pollution prevention plan and other plans.  Most significantly, our office produced the ordinances that will control how new development treats (quality) and discharges (quantity) its stormwater.  As these new ordinances are confusing and a significant change from how stormwater was previously reviewed, we held two seminars and eight workshops on a watershed basis to educate planning/zoning board members on how it would affect their ideal decision making.  These new stormwater ordinances will allow the municipalities to have sustainable growth, while protecting our environment.  Another key element of the stormwater control ordinances is the section on maintenance.  We believe we are empowering municipalities to creatively control how stormwater management is owned, operated and maintained well into the future, including shifting the financial burden typically weighing on municipalities.
